In talking to a chapter officer recently, it was mentioned that their Bylaws required a 2/3rd majority vote to change, and they can never get enough participation to get any changes/updates. With outdated Bylaws whose tenets only provide for mail or in person voting/ballots this can be a problem. Having bylaws that allow for electronic ballots can really help. Also to have tenets that either only the number of total cast ballots will be considered when calculating if it passes the percentage threshold or not, or that any Non-Cast vote would be IN FAVOR. (Unless this conflicts with any local laws/statutes).

Does anyone have a solution or process to update Bylaws when you get stuck like described above?

For the Yankee Chapter, we require 2/3 majority vote of the membership voting for amendments to the by-laws. Requiring 2/3 majority of the membership in total would be a huge burden to getting things done.
